Heat 1 tablespoon olive oil in a pan over medium heat.
Add chopped onions and bell peppers, cook until soft.
Add tomatoes and black beans, cook for another 2-3 minutes.
Season with salt and pepper, then remove from heat.
Heat another pan over medium heat, place a tortilla in the pan.
Sprinkle cheese evenly over the tortilla.
Add the cooked veggie mixture on top of the cheese.
Place another tortilla on top, press down gently.
Cook until the bottom tortilla is golden brown, then flip and cook the other side.
Remove from pan, cut into wedges, and serve.
