Instructions
1. In a saucepan, combine rice vinegar, water, sugar, fish sauce, and chili flakes. Bring to a boil over medium heat.
2. Reduce heat and let it simmer for 5 minutes.
3. Add minced garlic and simmer for another 2 minutes.
4. Stir in the cornstarch mixture and cook until the sauce thickens, about 1-2 minutes.
5. Remove from heat and let it cool. Store in an airtight container in the refrigerator.
