In a large bowl, combine flour, salt, and turmeric. Add cold butter and mix until crumbly. Gradually add cold water and mix until dough forms. Wrap in plastic and refrigerate for 30 minutes.
Heat oil in a skillet over medium heat. Add onion and garlic, cook until soft. Add ground beef, thyme, allspice, and scotch bonnet pepper. Cook until beef is browned. Add beef broth and bread crumbs, cook until liquid is absorbed. Season with salt and pepper. Let cool.
Roll out dough on a floured surface. Cut into circles. Place a spoonful of filling in the center of each circle. Fold dough over and seal edges with a fork.
Place patties on a baking sheet. Bake for 25 minutes or until golden brown.
