1. Rinse the quinoa under cold water.
2. In a saucepan, combine quinoa, water, and coconut milk. Bring to a boil.
3. Reduce heat, cover, and simmer for 15 minutes or until liquid is absorbed.
4. Fluff quinoa with a fork and let it cool.
5. In a mixing bowl, whisk together lime zest, lime juice, olive oil, and salt.
6. Add cooled quinoa, cherry tomatoes, cucumber, cilantro, and green onions. Toss to combine.
7. Serve chilled or at room temperature.
